Editor’s Note: The information in this database is from public records from the 2006-2007 and 2007-2008 fiscal years and may not account for pay raises, employee turnover or constitutional officers who lost re-election bids. Employees who earn under $10,000 a year were omitted because the Virginia Freedom of Information Act sets that threshold for public disclosure. Although Tennessee law does not specify that threshold, we maintained that standard to allow equal comparisons. The information was released by cities, counties, utilities, school systems and towns in Virginia and Tennessee and could have changed slightly from the time of release until now.
